The story is a fictionalised account of a true story surrounding the historic Water Disputes Tribunal case that took place between the states of Tamil Nadu, Karnataka, Andhra Pradesh and Kerala in order to legally end the violent disputes over the sharing of river water from Cauvery River. In Tamil Nadu. The story revolves around an idealist who is a government servant along with his advocate friend who gets involved with this case to do their part for social justice.
It is the story associated with the struggle of Tamil Nadu for fair justice over an issue which was fought by the late Tamil Nadu Chief Minister M.Karunanidhi.
The movie is based on this real event which happened in the year of 1971 when the infamous former Prime Minister of India Mrs.Indira Gandhi did not intervene to bring peace to South India, after she herself became involved in an influential case regarding Cauvery water dispute, helped Karunanidhi’s Government in its case against Karnataka, Andhra Pradesh and Kerala. The then Karnataka Chief minister N.T. Rama Rao who was a supporter of Mrs.Indira Gandhi, played a significant role in the case.

In Indira Gandhi’s scheme to win the case, Karunanidhi came back as CM and started to fight against her. In this scheme she used NTR as a weapon to crush Karunanidhi’s scheme. In this scheme she failed and became a political leverage for NTR and finally lost 1971 elections.
